Jumping the Fence

The news isn't good for those hoping to keep carp out of the Great Lakes. According to this story at the Kansas City Star, the U.S. Army Corps of Engineers has cut federal funding for the project, which sought to construct a permanent electric barrier at the Chicago Sanitary and Ship Canal.
